(a) 
It shall be unlawful for any person to sell, consume, or possess any alcoholic beverage within the boundaries of Katy City Park, VFW Park, Woodsland Park, Thomas Park or any other city park.
(b) 
Any person who sells, consumes or possesses any alcoholic beverage within the boundaries of Katy City Park, VFW Park, Woodsland Park, Thomas Park or any other city park in violation of subsection (a) of this section shall upon conviction be guilty of a misdemeanor and shall be fined as provided for in the general penalty provision found in section 1.01.009 of this code.

(a) 
It shall hereafter be unlawful for the operator of any motor vehicle, as defined in the Texas Transportation Code, or the rider of any horse, to drive, ride or allow same to remain in other than a designated area within any city park located within the city.
(b) 
A “designated area” as used in subsection (a) of this section shall mean those areas normally designed for the respective uses of motor vehicles and/or horses, such as roads, parking lots and bridal paths. Restricted or “non-designated” areas will be clearly marked to indicate that motor vehicles and/or horses are restricted from said areas within city parks.

There shall be no overnight vehicle parking allowed in parks and recreation facilities, including parking lots. Vehicles left unattended overnight will be considered abandoned and can be towed at the owner's expense.

City parks and recreation staff will make recommendations to city council for the establishment of park hours of operation. The current recommendation from city parks and recreation staff is that normal operating hours are as follows:
(1) 
Parks: 5:00 a.m. to 11:00 p.m.
(2) 
Buildings: 7:00 a.m. to 1:00 a.m.
