There is hereby established a department of social services
for the purpose of promoting, offering, arranging and instituting
various informative services by referral, by utilization of volunteers
and serving as host to various contact stations allowed by other governmental
agencies to serve older Americans and others requiring special services
which will ameliorate their lives. To this end the city will join
with governmental aging agencies by grant application and the social
services department will be responsible for being cognizant of the
criteria required in standards for implementation of the funding of
both the city and any other governmental agency, to ensure fulfillment
of the many-faceted programs.

The social services department shall be administered by a department
head known as the director of social services, hereinafter referred
to as the “director,” subject to the supervision and direction
of the mayor and city council.
(1) Appointment.
The director shall be appointed by the
mayor and confirmed by the city council.
(2) Duties.
It shall be the duty of the director to direct,
control and manage the social services department subject to the approval
of the city council.
(3) Powers.
Subject to the approval of the mayor and city
council, the director may make such rules and regulations for the
administration of the affairs of the department of social services
as the director shall deem proper. Such rules and regulations shall
be adopted by ordinance.

(a) The
following building is hereby designated as the location for the department
of social services: 5370 E. 5th Street, Katy, Texas. Such location
shall be used by the department of social services for the administration
and implementation of department services.
(b) The
director shall have the power, subject to the approval of the mayor
and city council, to prescribe rules and regulations for the use of
the building set aside for the department.
