Any direction in any of the codes hereby adopted delegating duties of enforcement to a certain official named within said code shall be amended to read that such official is the designated official named by the city who has duties corresponding to those of the named official in said code. Said official shall be the responsible official for purposes of enforcing the provisions of the codes adopted.

Construction code permit fees shall be paid in accordance with the following fee schedule. Unlisted fees shall be determined by the city administrator at the time of application based on reasonable costs to the city.
(1) 
Building permit fees.
(A) 
All building permit fees shall be as established by ordinance by the city council as set out in the fee schedule in appendix A of this code.
(B) 
The fee schedule shall include fees for the following:
(i) 
Permit fees for new single-family dwellings shall be as provided for in the fee schedule found in appendix A of this code.
(ii) 
The permit fee for structures under 120 square feet with a concrete foundation is as provided for in the fee schedule found in appendix A of this code. The permit fee for structures under 120 square feet without concrete foundation is as provided for in the fee schedule found in appendix A of this code.
(iii) 
The permit fee for open air patio covers with screens and no solid walls is as provided for in the fee schedule found in appendix A of this code.
(iv) 
The permit fee for front porches up to 4’ x 6’ on mobile homes, open air with no solid walls, is as provided for in the fee schedule found in appendix A of this code. The 6’ dimension shall be parallel to the mobile home and the roof shall be the same height as the home roof above the entrance door, front or rear, with a minimum of ten feet separating the two structures.
(v) 
The permit fee for room additions and garages of 500 square feet or less is as provided for in the fee schedule found in appendix A of this code. Room additions and garages 500.1 square feet and larger shall be permitted in accordance with the fees in subsection (i) above.
(vi) 
The reinspection fee is as provided for in the fee schedule found in appendix A of this code. The second reinspection fee for same item not previously corrected is as provided for in the fee schedule found in appendix A of this code.
(vii) 
The permit fee for re-roof of any residential structure is as provided for in the fee schedule found in appendix A of this code.
(viii) 
The permit fee for any build-out with no additional square footage is as provided for in the fee schedule found in appendix A of this code.
(ix) 
In addition to the fees set out above, the applicant shall pay an administrative fee as provided for in the fee schedule found in appendix A of this code.

Any person aggrieved by the decision of the chief inspector or affected by a decision of the chief inspector may appeal the decision to the building and standards commission by filing a written complaint stating the basis for the appeal and the reasons said person believes the chief inspector's decision to be wrong. Such appeal must be filed within 14 days after the decision of the chief inspector is rendered. Upon filing the appeal, the appealing party shall file a copy with the permits department of the city and the chief inspector shall reply in writing to the appeal. The city secretary shall notify the chairman of the building and standards commission, who shall call a meeting of the commission to consider the appeal within 10 days after said notification.

Any plumber, electrician, air conditioning/heating and/or general contractor applying for any permit required under any building, construction, plumbing or electrical code adopted by the city, shall show proof of general liability insurance of at least $300,000.00 or equal to the estimated value of the structure, whichever is greater, prior to receipt of any permit. This requirement shall not apply to a homeowner performing work on his own home.
