(a) 
No person shall drive a vehicle on a street or highway at a speed greater than is reasonable and prudent under the circumstances then existing. Except when a special hazard exists which requires lower speeds for compliance with section 545.351 of the Transportation Code, the prima facie speed limits specified in section 545.352 of the Transportation Code or the speed limits established by municipal ordinance for this city pursuant to section 542.202 of the Transportation Code shall be lawful, but any speed in excess of the limits established by section 545.352 of the Transportation Code or by municipal ordinance shall be prima facie evidence that the speed is not reasonable and prudent and that it is unlawful.
(b) 
Where the city council has determined upon the basis of an engineering and traffic investigation that the prima facie maximum speed limit set forth hereinabove is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other portion of a street or highway and has declared a reasonable and safe prima facie maximum speed limit thereat or thereon by ordinance duly enacted and has directed and authorized the city manager to cause the placing of signs giving notice thereof, it shall be unlawful for any person to operate or drive a motor or other vehicle at a speed greater than the maximum prima facie limit shown on such sign.
(c) 
The traffic engineer is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in section 20.05.102.
(d) 
Any person violating the prima facie speed limit established by this section [or section 20.05.102] shall, upon conviction, be punished by a fine of not less than one dollar ($1.00) nor more than two hundred dollars ($200.00).

All off-street parking areas within the corporate limits of the city, open to the public, such as, but not limited to, such areas and access drives and aisles adjacent to the city auditorium-coliseum, adjacent to Texas Tech University football stadium and adjacent to or constituting a part of shopping centers, wherever located within the corporate limits of the city, are hereby declared to be public places commonly resorted to by inhabitants of the city, and the use of such areas by operators of motor vehicles at speeds exceeding twenty (20) miles per hour constitutes a nuisance dangerous to inhabitants of the city, and whoever shall operate a motor vehicle in any such area in excess of twenty (20) miles per hour shall be guilty of maintaining a nuisance.

The prima facie speed limit established by [Transportation Code] section 545.352 for vehicles driven upon the public alleys within the corporate limits of the city is hereby altered and shall be five (5) miles per hour. Any speed in excess of the limit specified by this section shall be prima facie evidence that the speed is not reasonable and prudent and that it is unlawful.

(a) 
The traffic engineer, except as otherwise directed from time to time by the city council by resolution, shall have the power and is hereby authorized to lower the prima facie speed limit that is posted in accordance with section 20.05.102 and/or section 20.05.103 of this chapter on those portions of vehicle ways that are within work zone areas. The prima facie speed limit within such work zone areas shall be set in accordance with the work zone speed limit worksheet. Said lowering of the prima facie speed limit shall only be in effect on those portions of the vehicle ways that are within a work zone area. The prima facie speed limit on the remainder of the vehicle ways that are not included within the work zone area shall remain the posted prima facie speed limit as listed in section 20.05.102 and/or section 20.05.103 of this chapter. After completion of the work in the work zone area, the prima facie speed limit shall automatically revert to the prima facie speed limit as listed for that vehicle way in section 20.05.102 and/or section 20.05.103 of this chapter.
(b) 
For purposes of this section, the term “work zone area” shall mean an area of a highway, street, road, or other vehicle ways and portions thereof with construction, maintenance, or utility work activities. A work zone is typically marked by signs, channelizing devices, barriers, pavement markings, and/or work vehicles. It extends from the first warning sign or rotating/strobe lights on a vehicle to the end road work sign or the last temporary traffic-control device.

It is hereby declared to be a nuisance unlawful and punishable as an offense for any person to use and/or make use of engine compression release brakes, dynamic braking devices and/or other braking or slowing methods and/or equipment which increases the noise emission levels of motor vehicles within the city.

It shall be an exception to the application of this part that the operation of braking systems, otherwise prohibited by this part, is required due to the failure of a vehicle’s service brake system or is for the aversion of imminent danger.

The city council hereby authorizes and directs, in connection herewith, that the traffic engineer cause appropriate signs giving reasonable summary notice hereof to be posted at appropriate locations, on the highways, at the city limits.
