The use, operation or driving of any motor vehicle without a
driver’s license upon any public highway, street or alley by
any juvenile under the age of seventeen (17) years is hereby declared
to be a public nuisance.

It shall be unlawful for any person owning or having control or direction of any motor vehicle to permit any person of the age group mentioned in section
20.08.001 to take possession of, use, operate or drive any motor vehicle upon any highway, street or alley in the city, unless such juvenile has a current driver’s license authorizing such juvenile to operate motor vehicles upon the highways of Texas.

It shall be unlawful for any person to aid or abet any juvenile of the age group mentioned in section
20.08.001, in operating a motor vehicle upon the highways, streets or alleys in the city, unless such juvenile has a driver’s license duly issued to him as provided by law.

When any motor vehicle is found to be operated in violation
of the provisions of this article, any police officer of the city
is hereby authorized to remove such motor vehicle from the highway,
street, or alley to a place of storage maintained by the city, or
to a public garage. The police officer so removing the motor vehicle
shall forthwith notify the owner, or cause the owner to be notified,
of the location of such motor vehicle.

Impounding fees and storage charges provided for in section
20.04.021 are hereby assessed against any motor vehicle impounded under this article and shall be collected and disposed of by the municipal judge as provided for in such section.
