The rules prescribed by this division may be suspended by a majority vote of all the members of the council.

The members of the city council shall be seated except while addressing the chair, and shall not be interrupted while speaking without their consent, except by a call to order by the chair, or to correct a statements of facts.

All questions of order shall be decided by the presiding officer, with the right of appeal from his decision to the city council, the majority of whom may override his decision.

All votes on ordinances, franchises and awarding contracts shall be ayes and noes. Any member of the council may call for such vote on any other matter except as otherwise specifically provided. The clerk shall record the result of the votes in the minutes.

All motions must be seconded before being put by the chair and, upon request of any member, shall be reduced to writing by the party making same.

All resolutions adopted by the city council shall be signed by the mayor and attested by the city clerk, and shall be filed in the office of the city clerk. The caption of all such resolutions shall be spread upon the minutes of the proceedings of the council.

The rules of procedure as stated in Robert’s Rules of Order shall govern the proceedings of the city council unless in conflict with the rules prescribed by this division or in contravention of some charter provision.
