The city council hereby creates and establishes an advisory board to be known as the parks and recreation advisory board, such board to be composed of seven (7) citizens of the city who shall reside and continue to reside within the corporate limits of the city during the term of office for which the citizen is appointed. A student of Sherman High School designated by the school’s student council and the director of parks and recreation shall be ex officio, nonvoting members of the board, and the director of parks and recreation shall be responsible for administering throughout the parks and recreation department the policy recommended by the board and approved by the city council.

Membership to the parks and recreation advisory board shall be constituted by appointment by members of the city council, and members shall be appointed for a term of two (2) years each and no member of the advisory board shall serve more than three (3) consecutive two-year terms. In the event a vacancy occurs in the membership of the board resulting in an unexpired term, the member of the city council, or his successor, making the original appointment to the seat on the board vacated shall appoint, with the advice and consent of the city council, a qualified person to serve the remainder of the unexpired term.

Members of the parks and recreation advisory board shall serve without pay, but may receive reimbursement for actual expenses incurred after prior approval of the city when such expenses result from the performance of official board duties.

Any member of the parks and recreation advisory board duly appointed under the terms of this division shall automatically forfeit the seat on the board so held if the board member:
(1) 
Discontinues residency within the corporate limits of the city; or
(2) 
Fails to attend three (3) consecutive board meetings without good cause as determined by the remainder of the membership of the board.

The parks and recreation advisory board shall act generally in an advisory capacity to the city council and the city staff in the long-range planning and implementation of programs and activities conducted by the parks and recreation department in the acquisition, development, improvement, equipping and maintenance of all parks owned and controlled by the city. It shall be the duty of the board, subject to such organization and activities set up as the board may itself determine, to advise the city council and city staff concerning future development of public parks and playgrounds, and recreational activities and facilities of the city, to study and recommend as to the advisability of purchasing or acquiring additional parkland or sites, to recommend means for the maximum utilization of existing facilities and appropriate user fees where necessary, and further to advise the city council and city staff concerning improvements in maintenance, operation, areas of emphasis in program development, and the general welfare of parks and recreation activities conducted by the city.
