(a) 
Heating value.
Gas sold, supplied and delivered under this article shall be maintained at a monthly average of one thousand twenty (1,020) Btu per cubic foot, and no less than one thousand twenty (1,020) Btu per cubic foot at any time.
(b) 
Deviation.
The heating value of the gas shall be maintained with as little deviation as practicable, and such heating value shall never fall below the standard average heating value established hereunder by more than four (4) percent of the standard. If the monthly average value falls below the stipulated average quality by more than two (2) percent, the city may require the company to make refunds to all customers by crediting their accounts with amounts proportionate to the deficiency below the standard applied to the related consumption.
(c) 
Calorimeter tests required.
The company shall maintain a complete, standard calorimeter and shall determine the heating value of the gas at least twice each week, not on consecutive days. The tests may be made at a point within the limits of the distribution system where a substantial volume of gas is flowing.
(d) 
Ascertaining monthly average.
The monthly average heating value of the gas shall be obtained by averaging the heating value found as a result of all periodic calorimeter tests as provided herein. The city shall have the authority to permit the company to submit other proof of the quality of the gas, in lieu of individual tests made on the city mains, where such proof of quality is prepared for and accepted by other cities being served by the company on the same pipeline and from the same source or sources of supply.

Gas sold, supplied and delivered under this article shall contain no more than the following amounts of:
(1) 
Carbon dioxide:
three (3) percent by volume.
(2) 
Hydrogen sulphide:
ten (10) grains per MCF of natural gas at 14.73 psia and sixty (60) degrees Fahrenheit.
(3) 
Total sulphur:
two hundred (200) grains per MCF of natural gas at 14.73 psia and sixty (60) degrees Fahrenheit.
(4) 
Water vapor:
0.009 pound of H2O per MCF of natural gas at 14.73 psia and sixty (60) degrees Fahrenheit.
(5) 
Other impurities:
Any quantity of oxygen, dirt, dust, gum, or other impurity unacceptable under customary commercial standards in the area.

(a) 
Generally.
Gas pressure, as measured at the outlet of the company’s service to any customer, shall never be less than four (4) ounces nor more than eight (8) ounces of gas pressure unless otherwise agreed upon between the company and the consumer.
(b) 
Stationary gauge.
The company shall maintain graphic recording pressure gauges in the distribution system to be made available for inspection by the city as typical of average pressure.
(c) 
Portable gauge.
The company shall also keep and maintain a portable graphic recording gauge which shall be used on request of the city to test the pressure at any point in the distribution system.
