(a)
The owner of the premises supplied shall be held responsible for payment of the charges for all water registered by meter and no reduction shall be made when a part or all of the water has been used by a tenant, contractor or other person.
(b)
When premises supplied with water are to be vacated, the collector of water rates may be notified in writing, and upon receipt of such notification and within three (3) days thereof, he shall make a reading of the meter. Such notification will release the owner from further liability during the period the premises are vacant. The water service thus turned off shall not be turned on again unless notice in writing to do so is given.

(a)
Any person who shall knowingly use any bypass or other contrivance by means of which water is taken from the municipal waterworks system without being properly metered and with the intention of evading the payment of the water rate therefore shall be deemed guilty of a misdemeanor.
(b)
All workmen or other persons who shall construct or install any bypass or contrivance for the taking of water from the municipal waterworks system through a metered hydrant without the water so taken being registered by a meter shall be deemed guilty of a misdemeanor.

Any water meter shall be tested by the city for accuracy by means of a meter testing machine upon request of any consumer to the utility billing office. If the meter is found to be registering fast in excess of standard allowances, an allowance shall be made at the percentage the meter was found to be over-registering for a period not exceeding three (3) months immediately preceding the date of the test; provided. However, no allowances shall be made which shall reduce rate to less than the fifteen hundred (1,500) gallons of water that is included in the minimum billing, nor shall any allowance be made to exceed fifty (50) percent of any leakage from any underground pipe. No allowance for leakage from any fixture or pipes above ground shall be made.

Any person who shall knowingly use water from a hydrant connected with a meter which registers less than the correct amount of water shall be guilty of a misdemeanor.

Contractors and mechanics and other persons engaging in or about to engage in constructing or repairing any building, edifice, tenement or any other structure may have temporary water connections made for their use in doing such work The rate in such cases shall be the regular water rates. Any meter set to register water for such purpose shall be removed when the work is completed.
