A deposit in the amount established by ordinance shall be required of all customers receiving sewer service only. Sections 13.08.003 and 13.08.004 apply to such deposit.

The charges herein assessed shall be assessed against the person in whose name the water meter is assessed, whether or not such meter is owned by the water department of the city. If any person is connected to or is using the sanitary sewer system of the city and is not connected to the water of the city, the charges herein shall be assessed in the name of the person connected to and using the city’s municipal sewer system.

In addition to sanctions provided for by this division, the city is entitled to exercise sanctions provided for by other ordinances of the city for failure to pay the bill for sanitary sewer service when due.
