(a)
The city may adopt reasonable fees for reimbursement costs of setting up and operating the approved industrial pretreatment program. These fees may include:
(1)
Fees for issuing wastewater survey application including the cost of processing such applications;
(2)
Fees for issuing wastewater discharge permit applications including the cost of processing such applications;
(3)
Fees for monitoring, inspection, and surveillance procedures including the cost of collection and analyzing a user's discharge, and reviewing monitoring reports submitted by users;
(4)
Fees for discharges from treatment of petroleum fuel contaminated waters or hauled wastes;
(5)
Fees for filing appeals;
(6)
Fees for administrative and technical costs necessary to issue administrative, judicial, or supplemental enforcement actions specified in parts X–XII of this division; and
(7)
Other fees as the city may deem necessary to carry out the requirements contained herein.
(b)
These fees relate solely to the matters covered by this division and are separate from all other fees, fines, and penalties chargeable by the city.
