(a) 
Appointment.
In accordance with the provisions of the city charter, there is hereby established the appointive office of the chief of police.
(b) 
Authority.
The chief of police shall have the authority to employ and discharge the personnel of the police department. It shall be the responsibility and duty of the chief of police to establish department policies and he shall have the full authority to discipline and direct all members of the police department.

The chief of police, and the police department and its personnel, shall have all such powers, duties, immunities and authority as are provided by the applicable statutes of this state and of the United States, and, as may be provided and established by ordinance of the city council.
