The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Reserve force.
The police reserve force of the city.

There is established a police reserve force within the city, to be known as the police reserve force of the city.

The reserve force shall be appointed by the city chief of police, and such members shall be subject to the supervision of such chief of police or his designee and the rules, regulations and orders as may be promulgated by the chief of police in accordance with the ordinances of the city and the rules of the state commission on law enforcement officer standards and education, as the same may be amended from time to time.

The reserve force shall be an auxiliary police force composed of volunteers, who shall serve without compensation. The chief of police shall establish the size, composition and organization of the reserve force, which shall not exceed in number the total number of regular police officers of the city.

Members of the reserve force shall serve at the discretion of the chief of police of the city and may be called into active service at any time the chief of police considers it necessary to have additional police officers to preserve the peace and enforce the law.

No reserve police officer appointed pursuant to this division shall be entitled to compensation for service. A police reserve officer who sustains injury in the course of performing official duties may receive hospital and medical assistance and death benefits in the same manner as provided for full-time police officers; provided, however, that nothing in this division shall be construed as making the members of the reserve force eligible for participation in any pension fund created pursuant to state statute to which regular police officers may become a member by payroll deductions or otherwise.

Reserve officers of the reserve force shall serve as peace officers during the actual discharge of official duties, subject at all times to the direction, control and supervisory authority of the chief of police.

Should the chief of police be absent, incapacitated or otherwise unavailable, any person authorized to act as chief of police under such circumstances shall be empowered to perform the acts authorized pursuant to section 2.08.095.
