No person shall drive or operate a motor vehicle, motorcycle, bicycle, motor-driven cycle, motor-assisted cycle, or any other vehicle of any kind upon a public street, highway, parkway or alley within the corporate limits of the city at any speed greater than is reasonable and prudent under the circumstances then existing. It is determined and declared that a reasonable and safe prima facie maximum speed limit in all of the streets and roads within the corporate limits of the city is 30 miles per hour, except as follows:
(1)
Designated school zones, which shall have a maximum rate of speed of 20 miles per hour or as otherwise set forth in section 20.03.053;
(2)
Highland Village Road, which shall have a maximum rate of speed of 35 miles per hour;
(3)
Village Parkway; and
(4)
As may otherwise be provided in this division.

It shall be unlawful and an offense for any person to operate a motor vehicle on the streets designated by this section at a speed greater than the speed designated by this section, for that street or portion of that street. Any speeds in excess of the limits set forth in this section shall be prima facie evidence that such speed in neither reasonable nor prudent under the facts and circumstances.

(a)
Upon the basis of an engineering and traffic investigation made as authorized by the provisions of Texas Transportation Code section 545.356, the prima facie speed limits indicated in this section for vehicles are hereby determined and declared to be reasonable and safe. Such speed limits are hereby fixed for vehicles traveling upon the following named streets and highways, or parts thereof, on school days during the hours:
(b)
When the effective times for a school zone speed limit appear on a school zone speed limit sign that is also equipped with flashing amber lights, the written times appearing on the sign shall control and be in force notwithstanding the failure of the lights to be flashing or otherwise operating during such times.

(c)
Any person violating any of the provisions or terms of this section shall be punished by a fine not to exceed the sum of Two Hundred Dollars ($200.00) for each offense; and each and every day such violation shall continue shall be deemed to constitute a separate offense.

It is determined and declared that a reasonable and safe prima facie maximum speed limit on all of the streets and roads within Copperas Branch Park is 15 miles per hour.

School zone and speed limit signs in conformity with the manual and specifications for uniform traffic-control devices, as adopted by the state transportation commission, are authorized and directed to be erected and maintained at the appropriate locations, as specified in this division, and as determined by the chief of police.
