(a)
The following fees are hereby established by the city council as the fees for permits requested by owners, builders and developers and for services to be rendered by the city under applicable ordinances:
(1)
Building permit fees shall be charged in accordance with table 1-A of the 1997 edition of the Uniform Building Code, which table is incorporated herein by reference as if fully set forth in its entirety.
(2)
A fee of $50.00 per person, per hour, shall be charged for field inspections of public improvements as required by the director of public works or his designee.
(3)
The following development fee schedule shall establish fees for residential and nonresidential development within the city or its extraterritorial jurisdiction:

(b)
All fees paid incident to staff review shall be paid prior to any work being performed by the city. All hourly fees shall be estimated by city staff and paid in advance, with any adjustments, i.e., reimbursement or additional payment, made at the conclusion of the work.
