The 2015 edition of the International Property Maintenance Code, as published by the International Code Council, is hereby adopted. Copies of the International [Property]Maintenance Code are on file in the office of the city secretary for permanent record and inspection and are incorporated into this section as if fully set forth herein. The chief building official, or his authorized representative, is hereby authorized and directed to enforce all provisions of the property maintenance code. For purposes of this division, the phrase "property maintenance code" means collectively:
(1) 
The 2015 edition of the International Building Code, as published by the International Code Council; and
(2) 
Any local amendments as may be later adopted.

Any and all fees and charges proscribed by the property maintenance code, whether or not originally adopted by ordinance, shall be adopted or amended by resolution approved by the city council and incorporated into an official schedule of fees, a copy of which shall be placed on file and maintained in the office of the city secretary and made available for public inspection.

(a) 
To the extent of any irreconcilable conflicts between the property maintenance code and the provisions of the city's comprehensive zoning ordinance, as amended, the regulation imposing the more stringent requirement(s) shall control.
(b) 
To the extent of any irreconcilable conflict between the provisions of this the property maintenance code and article 24.03 of this code relating to the regulation of swimming pools, the provisions of said article 24.03 shall be controlling.

The provisions of this division constitute a police regulation, the violation of which shall be subject to the penalty set forth in section 1.01.009(b) of this code.
