The office of health officer is hereby created. The office may
at his discretion be filled by appointment of the mayor with the consent
of the council for an indefinite term. The council may assign the
duties of the health officer to the county health department.

(a) The
health officer shall have the authority and power of a law enforcement
officer. He or she shall have the right to enter and examine any place
within the municipality for the purpose of making inspections and
carrying out his or her duties.
(b) The
health officer shall perform the following duties:
(1) Make inspections and report all violations of the laws of the state
and of this municipality pertaining to public health and sanitation.
(2) Enforce the laws and ordinances having the purpose of securing and
assuring the public of pure food, drink, and medicine, and in carrying
out such duty he or she shall inspect all premises where food, drink,
or medicine is sold, bartered, or offered for sale.
(3) Make the necessary inspections and enforce the ordinances and laws
governing the slaughtering, display, and sale of meat and meat products.
(4) Such further duties as may be given to him or her by the council.

A complete record of all inspections made by the health officer
shall be kept on all complaints, orders issued, notices served, and
nuisances abated.

The health officer of the municipality shall cooperate fully
with the state health officer in all activities for health protection
and conservation.
