The city hereby offers a reward of $500.00 for the arrest and conviction of any person found guilty of committing the crime of arson within the city. This reward is a standing reward offer and shall be paid out of the general fund of the city to the recipient, upon application by the fire marshal and its approval by the city manager.

Any owner or occupant of a building or other structure or premises who shall keep or maintain such building, structure or premises when, for want of repair, or by reason of age or dilapidated condition, or for any cause, it is especially liable to fire, and which is so situated as to endanger buildings or property of others, or is especially liable to fire, and which is so occupied that fire would endanger other persons or their property therein, shall be punished in accordance with the penalty as is provided in this chapter.

Any owner or occupant of any building or other structure or premises who shall keep or maintain such building, structure or premises with improper arrangement of a stove, range, furnace or other heating appliances of any kind whatsoever, including chimneys, flues and pipes with which such stove, range, furnace or other heating appliance may be connected, so as to be electrical regulations, § 14-151 et seq.; smoking regulations, § 42-81 et seq. dangerous in the matter of fire or health or safety of persons or property of others; or who shall keep or maintain any building, other structure or premises with an improper arrangement of a lighting device, or with storage of explosives, petroleum, gasoline, kerosene, chemicals, vegetable products, ashes, combustibles, flammable materials, refuse, or with any other condition which shall be dangerous in character to the persons, health or property of others; or which shall be dangerous in the matter of promoting, augmenting or causing fires; or which shall create conditions dangerous to firemen or occupants of such building, structure or premises other than the maintainer thereof, shall be punished in accordance with the penalty as is provided in this chapter.

Persons engaged in the sale, service, repair and/or maintenance of fire extinguishers or fire extinguishing systems in the city shall first obtain a permit for either or both from the city. No such permit shall be issued to any persons who do not have an appropriate current certificate of registration or license from the state fire marshal. Applicants shall furnish names, addresses, and any information necessary to ascertain compliance with this section as well as those regulations under state law. The fee for the city permit shall be as established in chapter 30.

Any person violating the terms and provisions of this chapter shall be deemed guilty of a misdemeanor and shall be punished as provided in section 1-12 of this Code. Each day that such violation continues shall be a separate offense. This penalty shall be cumulative of all other remedies. Any such violation shall be deemed a violation of a provision governing public health and sanitation under section 1-12 of this Code.

No prosecution shall be brought under sections 34-2 and 34-3 until the order provided for in section 34-73 be given, and the party notified shall fail or refuse to comply with such order.
