There shall be established by the City Council a Library Board
which shall consist of six (6) residents of the City of Euless. The
members of said Library Board shall be appointed by the City Council
for a term of two (2) years. Three (3) members of the Library Board
shall be so appointed each odd numbered year and three (3) members
shall be so appointed each even numbered year. The membership of the
Library Board shall elect a chairman from among its members and shall
meet not less than once each month. Vacancies and unexpired terms
shall be filled by the City Council for the remainder of the term.
A majority of the members shall constitute a quorum. The Library Board
shall keep minutes of its proceedings, which shall be of public record,
and shall serve without compensation. The duties and responsibilities
of the Library Board shall be defined by ordinance adopted by the
City Council. The Board shall be responsible to and act as an advisory
body to the City Council and shall have and perform such additional
duties as may be prescribed by ordinance from time to time.
