There is hereby created in and for the city the office of city
manager.

The city council shall appoint a city manager for the city who
shall be the administrative head of the municipal government under
the direction and supervision of the city council.

The city manager may or may not be a resident of the city when
appointed, but during the term of his office shall reside in the city.

The city manager shall be appointed for an indefinite period
and shall be subject to discharge at the will of the city council.

During the absence or disability of the city manager, the city
council shall designate some properly qualified person to perform
the duties and responsibilities of the office.

The powers, duties and responsibilities of the city manager
shall be:
(1) To
direct his attention to the affairs of the city and be responsible
to the city council for the efficient administration of its affairs.
(2) To
direct the enforcement of all laws or ordinances.
(3) To
appoint or remove all subordinate employees, and to appoint or remove
all department heads with the advice of the city council.
(4) To
exercise supervision and control over all departments created by the
city council.
(5) To
attend all meetings of the city council with the right to take part
in the discussion, but having no vote, and be notified of all special
meetings of the city council.
(6) To
see that all terms and conditions imposed in favor of the city or
its inhabitants in any public utility franchise are faithfully kept
and performed and upon knowledge of any violation thereof to call
the same to the attention of the city council.
(7) To
prepare and submit to the mayor and city council, 60 days prior to
the beginning of each fiscal year, an estimate of expenditures for
the ensuing year showing, in as much detail as practicable, the estimated
amounts required for the efficient operation of each department of
the city government.
(8) To
recommend to the city council the salaries to be paid each employee
of the city.
(9) To
submit a financial report to the city council promptly at the end
of each month’s operation.
(10) To recommend to the city council such measures as he may deem necessary
or expedient for its consideration.
(11) To do and perform such other duties as may be prescribed by ordinance
and resolution of the city council.
(12) To serve as treasurer of the city. The treasurer shall give bond
in favor of the city in such amount and in such form as the city council
may require with sufficient security to be approved by the city council,
conditioned for the faithful discharge of duties. The treasurer shall
receive and securely keep all money belonging to the city and make
all payments from the same upon authorization of the mayor or city
council. The treasurer shall render a full and correct statement of
receipts and payments to the city council when so required. The treasurer
or his designee, accompanied by the countersignature of the mayor
or in the absence of the mayor, the countersignature of the mayor
pro tem, shall sign all checks, vouchers or warrants for the withdrawal
of money from the city depository.

The city manager shall receive such compensation as the city
council shall fix from time to time by ordinance or resolution.
