All streets, curbs and/or gutters or sidewalks or extensions and appurtenances thereto shall be constructed in accordance with plans and specifications as determined by the city council.

It shall be unlawful for any person to in any manner obstruct the use by pedestrians of any sidewalk, public easement or street in the city by placing, depositing or suffering to remain thereon, or permitting any of his employees or persons under his control to deposit, place or suffer to remain thereon, any goods, wares, merchandise, material, vehicle or other objects whatsoever.

It shall be unlawful for any person to obstruct, close up or fill any street gutter or public drainageway of any kind for any purpose.

It shall be unlawful for any person to construct or build a culvert of wood or other temporary materials across any street gutter or drainageway.

(a) 
It shall be unlawful for any person within the city, without obtaining from the building official a permit, to erect, construct, reconstruct, alter or repair, or to permit the erection, construction, reconstruction, alteration or repair, of any fence, wall, hedge, structure or any other character of obstruction:
(1) 
Over, on or across any public property, way, alley, street, sidewalk or park; or
(2) 
Between the property line of any lot and a public street or alley line.
(b) 
Any person who shall violate any of the provisions of this section or fail to comply therewith shall be guilty of a misdemeanor. The owner of any building or premises or part thereof where anything in violation of this section shall be placed or exists, and any architect, builder, contractor, agent or person assisting in the commission of any such violation, shall also be guilty of a separate misdemeanor.

It shall be unlawful for any person to interfere with or obstruct any public improvements authorized by the city council, the mayor or other city officials by means of threats, coercion, duress or any other method whatsoever, either directly or indirectly.

All work done or performed under the provisions of this chapter shall be done or performed in a good, workmanlike manner. Such work shall not be accepted or approved by the city until the premises thereof have been cleaned and cleared of all debris, trash and rubbish which may have accumulated during such work.
