There is created and established a park and recreation board, to be composed of seven members. Such board shall be officially designated as the park and recreation board of the city.
The parks and recreation board shall consist of seven (7) resident citizens and qualified voters of the city who have been appointed by the city council for two-year terms, unless appointed to fulfill an existing vacancy.
The board shall determine by majority vote a chairman, vice-chairman to keep the park board minutes. The offices of chairman and vice-chairman will be for a period of one year beginning on November 1st of each year.
Board members may be appointed to succeed themselves. Vacancies shall be filled by the city council for the unexpired term.

The parks and recreation board is an advisory board to the city council with no supervisory function and no rule making or quasi-judicial authority. The park and recreation board shall have the power and authority and it shall be its duties as follows:
To act with and assist all other municipal boards, governmental agencies, regional associations and especially the city council in formulating proper plans for municipal parks and open space development.
Recommend the establishment of subcommittees and other such committees as from time-to-time may be deemed necessary.

The park and recreation board shall make such rules and regulations for its own government and designate such time and place for holding regular meetings as it deems proper. Four members of the park and recreation board shall constitute a quorum for the transaction of business.

Should any member of the park and recreation board be absent for four meetings during one twelve-month period, then the chairman of the park and recreation board may request to the council that the member be removed from office.
All recommendations made by the board to the city council shall be the majority vote of a quorum of the board, and such recommendations shall normally be made through the city manager, including the source of funds to support recommendation.
