The city accepts designation of the public library as a community library by the state library and archives commission pursuant to the provisions of V.T.C.A., Government Code, section 441.121 et seq.

(a) 
Authorized.
The public library, as a community library, is authorized to join cooperatively to the Major Resource Center of Fort Worth, Texas, and to execute contracts for service with the Major Resource Center, upon approval by the city council.
(b) 
Appointment of representative.
The act creating the state library system contemplates an organizational meeting of the Major Resource System of the North Texas Area, and it is provided that the city council may from time to time by resolution at a regular or special meeting of the council appoint a representative to attend such meetings and delegate authority, by resolution, to such representative to execute agreements and/or contracts on behalf of the city public library.

All rules, regulations, policies and procedures of the public library shall be binding on all patrons and citizens who use its facilities and materials, and any patron or citizen may seek review of any such rule, regulation, policy or procedure by asking to be placed on the agenda of a meeting of the city council, to seek modification, change, amendment or exception to such rule, regulation, policy or procedure, if such modification, change, amendment or exception is not made by the public library board upon written request thereof by the patron or citizen.

All library materials borrowed from the library must be returned before the expiration of the number of days set by the library board for materials to be borrowed. The library board is authorized to collect reasonable late fines for materials returned after such borrowing period has expired.

The librarian shall be authorized to use officers of the police department to recover library property which is overdue and detained by patrons thereof for more than ten days after notice in writing to return the same is given after the due date thereof.

(a) 
Theft of materials.
It is unlawful for any person, firm or corporation to detain any book, magazine, newspaper, pamphlet, manuscript, audiovisual material or other property belonging to the city public library for thirty days after notice in writing to return the same, given after the expiration of the time which by the rules of such institution such property may be kept.
(b) 
Damaging materials.
It is unlawful for any person, firm or corporation to injure or deface any book, magazine, newspaper, pamphlet, manuscript, audiovisual material, or other property belonging to the city public library.
(c) 
Penalty.
Any person found guilty of violating any provision of this section shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code, and each such article of property so detained or injured shall constitute a separate and distinct offense.

There is established a public library board, which shall consist of seven members appointed by the city council who have a genuine interest in the public library and the city and the surrounding community and improving the services of the same. Five of the members appointed by the city council shall be resident citizens and qualified voters of the city and two members shall be from the community surrounding the city and shall reside in either Parker or Tarrant County. The term of office of said members shall be two years beginning on November 1st of the year of appointment. The members of the board shall be identified by place numbers 1 through 7. Beginning November 1, 1994, members in the even-numbered places shall be appointed to serve terms beginning November 1st of even-numbered years, and beginning November 1, 1995, members in the odd-numbered places shall be appointed to serve terms beginning on November 1st of odd-numbered years. Each member shall serve until their successor has been appointed and qualified. Board members may be appointed to succeed themselves.

All acts heretofore made by the board and by its members, both past and present, in their capacity of members of the public library board are in all things ratified and confirmed.
(2001 Code, sec. 1.205)
The purpose of the public library board shall be to advise the city council on the planning and operation of the public library; to advise the city council of its needs and its progress; and to develop and put into operation, with the consent of the city manager, the rules and regulations of the public library, including, but not limited to, the lending procedures and policies of the library, and setting fines for overdue and destroyed or defaced books and magazines and other materials belonging to the library.
