This division is adopted for the purpose of promoting the health, safety and general welfare of the citizens of the city and the practical safeguarding of persons and of buildings and their contents from hazards arising from the use of electricity.

Unless otherwise expressly stated, this division shall apply to all electrical work and materials used in installing, maintaining or extending a system of electrical wiring, and all appurtenances, apparatus or equipment used in connection therewith, inside of or attached to any building, structure, lot or premises located within the corporate limits of the city.

Any person, firm or corporation who shall violate the terms of this division shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code.

(a) 
The rules and regulations of the Texas Utilities Electric Company as contained in the document “Electric Service Standards,” and being the most recent issue on file with the city secretary, are incorporated herein and made a part of this division.
(b) 
The rules and regulations of the Tri-County Electric Co-op are also incorporated herein and made a part of this division.

The electric utility company shall disconnect the electrical service to any building or premises except private residences and apartments each time such building or premises changes ownership, is leased, or changes occupancy, and shall not again supply electricity to such buildings or premises until authorized to do so by the building official in accordance with division 2 of this article.

(a) 
It is unlawful for any electric utility company serving the city to connect service entrance conductors of any description except to maintain its own equipment without first obtaining clearance from the building official.
(b) 
It is unlawful for any person, firm or corporation, except an electric utility company, to make connection to a supply of electricity or to supply electricity to any electrical equipment for which a permit is required, or which has been disconnected by the order of the building official, except as provided in this division.
(c) 
Conductors supplying electricity to residential garages, outbuildings, sheds, boathouses, signs, etc., shall be wired according to the NEC and approved by the building official. Any extension cords or conductors supplying electricity from one residence (dwelling unit as defined by the International Residential Code (IRC)) to another residence is prohibited. Also, any premises supplying electricity to another premises to circumvent the intent of this code or electric utility regulations is prohibited. The building official shall have the authority to disconnect, cut, and terminate any of the above hazards immediately after notice.

All buildings or structures subjected to damage or deterioration by fire, lightening, flood, etc., shall be inspected by the building official, and all unsafe (as determined by the building official) wiring or electrical equipment shall be repaired or replaced. Any structure damaged fifty percent or more (TAD valuation) shall be required to comply with the latest NEC specifications.
