If, in the course of snow, grass or leaf removal, any snow, dirt, gravel, grass or leaves which are unavoidably carried onto any street or road in the Township, it shall be the duty of the property owner to remove the same immediately so as to make the street or road clear and safe for the passage of vehicular traffic.

It shall be unlawful for any person to stand or place or to cause to be stood or placed any boxes, barrels, lumber, brick, stone, sand, gravel, goods, merchandise, wares, garbage, rubbish, debris or material of any kind or description on or over any street or sidewalk.
No person shall construct, plant, maintain, or permit to be constructed, planted or maintained any tree, plant, crops, shrubs, underbrush, refuse or other obstructions in the legal right-of-way of any street, highway, alley, road, or easement within the geographical limits of the Township, not including any streets or highways over which the Department of Transportation of the commonwealth has jurisdiction, so as to cause water runoff, discharge, or deposit of earth, stones, rubble, branches, leaves, stalks, or any debris of any kind upon the cartway, or so as to cause a traffic hazard by obstructing the view of any driver.

This article shall be enforced by a criminal action in the same manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure. Any person, partnership, corporation or other entity who or which violates or permits a violation of the provisions of this article shall, upon conviction in a summary proceeding, pay a fine of not more than $1,000, plus the costs of prosecution, and in default of the payment of the fine and costs of prosecution, shall be imprisoned for a period not exceeding 90 days. Each day, or part thereof, that a violation continues shall constitute a separate violation.
