The mayor shall have the authority to sign, for and on behalf of the council, any summons, subpoena or process necessary and proper to compel the attendance of any witnesses or the production of any evidence material to any inquiry or investigation conducted or authorized by the council under the authority of the charter or state law.

Any witness appearing before the council or its investigators may be placed under oath by the mayor, the mayor pro tem or any notary public in and for the county.

(a) 
Any person who shall refuse to be sworn or to testify or to produce books, papers or other evidence material to an inquiry when a subpoena or other process has been served upon him shall be guilty of contempt of the council and, upon conviction thereof by the council, shall be fined not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00). Each day any person shall refuse to obey any subpoena or process shall constitute a separate violation.
(b) 
The penalties provided herein shall be cumulative of all other penalties authorized by ordinance or law for contempt of the council.
