The mayor shall have the authority to sign, for and on behalf
of the council, any summons, subpoena or process necessary and proper
to compel the attendance of any witnesses or the production of any
evidence material to any inquiry or investigation conducted or authorized
by the council under the authority of the charter or state law.

Any witness appearing before the council or its investigators
may be placed under oath by the mayor, the mayor pro tem or any notary
public in and for the county.
