There is hereby created a parks and recreation board of the city (the “board”) to be composed of seven (7) members, to act in an advisory capacity to the city council. All members shall be residents of the city, and all members shall be appointed by the city council. These members shall be known to be interested in public parks and public recreation.

All members of the board shall serve for two-year terms, which terms shall be staggered to ensure and promote stability of the board.

All vacancies on the board occurring prior to the expiration of a member’s term shall be appointed by the city council to fill the unexpired term.

The parks and recreation board shall select from its members a chairman, a vice-chairman, and a secretary (“board officers”). The board may amend, subject to the approval of the city council, the rules and regulations governing its proceedings as it may deem proper. Such rules and regulations shall not be inconsistent with the ordinances of the city. The board officers shall hold offices for terms of one year or until their successors are elected.

In the event any member should be absent for three (3) consecutive regular meetings without formal consent of the board, such member’s place on the board shall be deemed to be vacated, and a successor shall be appointed by the city council.

(a) 
It shall be the duty of the board to advise the city manager and the city council concerning future development of the public parks and playgrounds; recommend the purchase of additional land and sites; and advise the city manager concerning improvements in the maintenance, operation, and general welfare of public parks, playgrounds, swimming pools, and recreational facilities, and the use of same by the public.
(b) 
With reference to the development of any new parks and playgrounds, it shall be the duty of the parks and recreation board to review and recommend for approval general plans for park development, which plans shall be submitted to the city planning and zoning commission and the city manager for review and detailed development, and said plans shall be submitted to the city council for review, approval, adoption, or change as may be applicable.

The board shall at all times seek to promote close cooperation among the city and all private citizens, institutions, and agencies interested in or conducting beautification and recreational activities, so that all resources may be coordinated to secure the greatest degree of public benefit.
