The city treasurer shall be selected by the city manager, answerable to the city manager and may be terminated by the city manager, with or without cause.

The city treasurer shall execute a bond, the premium for which is to be paid by the city. The bond must:
(1) 
Be in favor of the city;
(2) 
Be in the form and amount required by the city council;
(3) 
Have security approved as sufficient by the city council; and
(4) 
Be conditioned that the city treasurer will faithfully discharge the duties of the office.

(a) 
The city treasurer shall receive and securely keep all money belonging to the city. The city treasurer shall make all payments per the financial policy on the order of the mayor and city council. The city treasurer may not pay an order unless the face of the order shows that the council directed the issuance of the order and shows the purpose for which it is issued.
(b) 
The city treasurer shall render to the city manager and city council a full statement of the receipts and payments as directed. The statement must be rendered at the council’s first regular meeting in every quarter and at other times as required by the city manager or council.
(c) 
The city treasurer shall be the chief financial officer of the city.
(d) 
The city treasurer shall perform other acts and duties as the city manager requires.
