It shall be unlawful to keep, feed, raise, or maintain live hogs, pigs or swine of any description, within the city limits except at:
(1) 
Exhibition and sale at stock shows and fairs.
(2) 
Property of any school, with facilities properly constructed and maintained as approved by the code enforcement official.
(3) 
The home of a participant in an agricultural education program under the supervision of a vocational instructor or the county agricultural agent, for exhibition and sale at stock shows and fairs under the following conditions:
(A) 
Maximum of two (2) hogs may be kept upon such area.
(B) 
An adequate pen shall be provided upon such area.
(C) 
Such pen shall be located a minimum of one hundred fifty (150) feet from any food service business or dwelling, other than the dwelling of the participant.
(D) 
Hog wallows are prohibited.
(E) 
The facility and area must be approved by the code enforcement official.
(F) 
Before a hog, pig or swine can be kept at the home of a participant in an agricultural education program, the supervisor of such agricultural education program shall provide a list of participants, their locations, and the number of animals, to the code enforcement official.
(4) 
Vietnamese potbellied pigs, under the following conditions:
(A) 
Maximum of one (1) per household.
(B) 
An adequate pen shall be provided upon such area.
(C) 
Hog wallows are prohibited.
(D) 
No potbellied pig weighing more than 70 pounds may be kept.
(E) 
All animals kept pursuant to this section are subject to the same terms of section 2.02.001 (relating to animals running at-large) and shall be subject to the same terms as dogs are.

It shall be unlawful for any person to allow or permit any cows, horses, mules, jacks, jennies, goats, sheep, swine or any other livestock of any character to run at-large within the city.

(a) 
It shall be unlawful for any person to ride a horse upon any public school grounds, college grounds, public park, property or municipal grounds within the city except between curbs of streets or between the edge of streets. On streets, horses shall be ridden as close as practicable to the curb or edge of street and horses shall not be ridden without adequate reflective clothing or equipment on the horse and rider. Adequate reflective clothing or equipment shall be at least six (6) square feet.
(b) 
It shall be unlawful for any person to ride a horse in any parade or horse trail ride when the number of horses exceeds ten (10) without first making application for permit with the city as required in section 1.09.003 of this code. Horses and riders participating in parades approved by the city as required in section 1.09.003 of this code, are not required to complete a separate permit application.
(c) 
It shall be unlawful for any person to ride a horse or allow any type of livestock upon the property of another within the city except with the prior express consent of the owner or persons in charge of such property.
