(a) 
The following minimum charge shall be assessed each month to customers within the city service area:

(b) 
In addition to the minimum charge established above the following rates per thousand gallons shall be charged each month to all customers within the city service area:

(c) 
Increases.
(1) 
Starting on October 1, 2023, subsection (a) minimum charge will be increased at a rate of $1.00 per year for a five-year term. The initial five-year term of the minimum charge will automatically be extended for successive additional five-year terms or of any successive five (5) terms unless the governing body changes and/or discontinues rate schedule.
(2) 
Starting on October 1, 2023, subsection (b) rate schedule will increase at the most recent percentage of Consumer Price Index-Urban (CPI-U) but not less than a CPI-U rate of 0.75% and not to exceed a multiplier of 3.75% of CPI-U rate ending July (unadjusted 12 mos.) preceding September 30th for five-year term. The initial five-year term of the CPI-U rate schedule will automatically be extended for successive additional five-year terms or of any successive five (5) terms unless the governing body changes and/or discontinues rate schedule.

The city may or may not, as a matter of policy, provide water or sewer utility service outside the corporate limits of the city. If such service is provided, the minimum charge each month will be 25% higher than the minimum charge in section 13.02.031(a).

The application for bulk water requires a $500.00 deposit. A deposit is not required for customers who have an account with the city for more than one year and the account is in good standing. Bulk water will be $30.00 per 1,000 gallons or any part thereof for local citizens and businesses. The sale of bulk water shall be for the benefit of city citizens and businesses only.

The charge for stand-by connection for a fire sprinkler system shall be $20.00 per month.

(a) 
The charge for making an original tap or replacement tap to the city’s water main shall be:
For 3/4" service

(b) 
For all larger size services, the tap charge shall be the city’s material cost plus 25% and labor at cost. Once payment is made, a “work order” will be initiated for the work.

All bills for service of the said city waterworks system shall be rendered on the 1st of each month and shall become due and payable at city hall when received.

If not paid on or before the 15th day of the month in which the bill is rendered a penalty of 10% of the bill shall be assessed and shall become due and payable. Service will be discontinued on the 25th day of the month in which the bill is rendered or on the next working day following the 25th. If a service call is required to disconnect the service a charge of $25.00 per meter will be assessed. If service is disconnected because of nonpayment, a $25.00 per meter charge will be made for reconnection during regular working hours and a charge of $50.00 per meter for reconnection after regular working hours.

(a) 
The water conservation plan presented to the city council and approved by the city council is hereby adopted as the official policy of the city. A true and correct copy of the water conservation plan, dated November 14, 2024, shall be on file and available at all times in city hall.
(b) 
Any person, firm or corporation violating any of the provisions of the mandatory water use restrictions which have been formally initiated by the city and contained in the water conservation plan as adopted shall be guilty of a misdemeanor and upon conviction thereof shall be punished pursuant to section 1.01.009, general penalty for violations of code; continuing violations, of this code.

The drought contingency plan presented to the city council and approved by the city council is hereby adopted as the official policy of the city. A true and correct copy of the drought contingency plan, dated November 14, 2024, shall be on file and available at all times in city hall.
(b)
