All monies received and collected under the provisions of this
article shall be deposited in the general fund of the city.

Any person who violates any provision of this chapter shall
upon conviction be punished by a fine in accordance with the general
penalty provision set forth in Section 1.109 of this code. Each day
a violation occurs shall constitute a separate offense.
