All electrical work within the scope of this article must be done by a person in the employ of a master electrician or an electrical sign manufacturer; provided however, that electrical work may be done by a property owner in a residence owned and occupied by him at the time the work is being performed. All work so performed by any property owner shall be subject to inspection and approval in accordance with the terms of the provisions of this article.

Every master electrician and electrical sign manufacturer, or his qualified representative who shall himself be a master electrician or electrical sign manufacturer, shall direct and superintend all electrical work installed by him in the city.

Every person holding a certificate under this article shall be responsible for any defect in any construction, insofar as correction thereof is concerned, installed by him until such time as a certificate of approval has been issued, and also for any defects that may have been concealed by such person and discovered by the electrical inspector, or his duly authorized agent, after a certificate of approval has been issued by the electrical inspector approving such construction. After the issuance of the certificate of approval, the person in whose name the meter is contracted shall be responsible for all defects caused by him.
