No person shall engage in the business of installing, repairing or removing electrical wiring and equipment without first securing from the electrical inspector a master electrician's license or an electrical sign manufacturer's license.

Any person desiring a master electrician's license or an electrical sign manufacturer's license shall make application in writing to the electrical inspector requesting an examination covering such license. The application shall be accompanied by the fees as set by the city council and on file in the office of the city secretary.

A written examination shall be given each applicant for a license under this article within fifteen (15) days after the application is filed or as soon thereafter as possible. A grade of seventy-five (75) percent shall be the lowest passing grade. Examination papers shall be reviewed and graded by the examining board and the applicant shall be notified of the results of same within forty-five (45) days after taking the examination. Applicants failing in the first examination shall not be given another until the expiration of three (3) months.

(a) 
In instances where a master, electrician or electrical sign manufacturer from another municipality wishes to engage in business in the City of Hillsboro, he may secure a license from the City of Hillsboro without an examination by presenting the following documents:
(1) 
A current master electrician's certificate from his own community and copies of at least ten (10) permits from that community issued in the past twelve (12) months;
(2) 
Proof of required insurance and bond; and
(3) 
A letter from the electrical inspector in the municipality where he holds his license stating that the license of a master electrician from Hillsboro will be honored under the same circumstances.
(b) 
In instances where a master electrician or electrical sign manufacturer from another municipality wishes to enter into a specific contract to perform electrical work for a project in the City of Hillsboro, he may secure a permit from the City of Hillsboro by presenting the following documents:
(1) 
A current master electrician's certificate from his own community and copies of at least ten (10) permits from that community issued in the past twelve (12) months;
(2) 
Proof of required insurance and bond; and
(3) 
A letter from the electrical inspector in the municipality where he holds his license stating that the license of a master electrician from the City of Hillsboro will be honored under the same circumstances.
(c) 
A fee as set by the city council and on file in the office of the city secretary will be charged under subsection (b) in addition to the inspection fees charged as a normal cost of the permit per Section 3.576 of this code. In the event such master electrician or electrical sign manufacturer wishes to conduct continuing electrical business in the City of Hillsboro and to apply for a license, the fee set by the city council and on file in the office of the city secretary will be applied toward that license.

The examination fee for a master electrician's certificate shall be set by the city council and on file in the office of the city secretary and the registration fee shall also be set by the city council and on file in the office of the city secretary. In the event the applicant fails to pass, the registration fee as set by the city council shall be returned to him. The examination be for an electrical sign manufacturer's certificate shall be set by the city council and on file in the office of the city secretary and the registration fee shall also be set by the city council and on file in the office of the city secretary. In the event the applicant fails to pass, the registration fee as set by the city council shall be returned to him.

Each person holding a master electrician's or electrical sign manufacturer's license under this article shall file a bond in the amount of two thousand dollars ($2,000.00), payable to the city, which bond shall guarantee that all electrical work installed by the master electrician or electrical sign manufacturer will be done in accordance with the rules and regulations as set forth in this article, will comply in all respects with the provisions of the building and electrical codes of the city for the current year and shall guarantee payment of any and all fees that may become due and owed by the master electrician or electrical sign manufacturer. Such bond shall indemnify and protect any person with whom the master electrician or electrical sign manufacturer contracts to do work for from damages sustained on account of the failure of the master electrician or electrical sign manufacturer to perform the work so contracted for, and shall indemnify and protect the city against all costs and expense which may in any way accrue against the city in consequence of the operation covered by any certificate issued by the electrical inspector. Such bond shall guarantee the payment of all damages for personal injuries to anyone on account of any excavation made in or any obstruction placed upon any sheet or sidewalk in the city by anyone while engaged in and about the performance of such work and all damages for injury in or encroachment upon the property of abutting lot owners or other persons in constructing the improvements or doing the work herein mentioned. Such bond shall further guarantee the defense of all suits and hold the city harmless from any and all loss or damage on account of either personal injuries or injuries to property.

Every master electrician and electrical sign manufacturer shall renew his license on or before January thirty-first of each year. The yearly renewal fee for such license shall be set by the city council and on file in the office of the city secretary. All master electricians and electrical sign manufacturers failing to renew their licenses by January thirty-first of any year shall be required to pay an additional sum as set by the city council as a penalty for failure to renew the license by such date. Any master electrician or electrical sign manufacturer who fails to renew his license by the thirtieth day of December next following its expiration on January thirty-first shall thereafter be required to comply with all provisions of this article before a new license will be issued.

Any license granted under this article may be revoked, upon recommendation of the electrical examining and appeal board if the holder thereof violates any provision of this article or other ordinance or law relating to electrical wiring or is guilty of electrical construction which is hazardous to life and property, or transfers or allows, directly or indirectly, other persons to operate or obtain permits to do work under his license. When a license is revoked a new license will not be granted to the same person for a period of at least one year unless otherwise provided by the board.

An electrical sign manufacturer's license shall entitle the holder thereof to engage in the business of and secure permits for the installation and alteration of any electrical sign display or outline lighting on what is known as the secondary or high voltage side of transformers. Nothing herein shall change or affect the right of master electricians to secure permits for and hang electric signs and do all wiring necessary therefor.
