On an annual fiscal year basis, beginning with 1995, the Borough Council of the Borough of Jonestown shall appoint an independent auditor to make an independent examination of the Borough of Jonestown accounting records and to perform such other duties and exercise such powers as are authorized and required by the Borough Code for an independent auditor.
