The city council shall establish the rates, charges and fares
for all taxicabs operating within the city under the terms of this
article. The aforementioned rates shall be set from time to time by
resolution.

It shall be unlawful to carry more than five (5) passengers
of twelve (12) years of age or over in any taxicab; and in no event
shall more than two (2) passengers ride in the front seat with the
taxicab driver.

There shall be clearly displayed in a permanent place within
every taxicab being operated within the city under the terms of this
article a full and complete printed schedule of the current rates,
charges and fares fixed by the city council. No holder shall charge
any rate, charge or fare in excess of or less than the amounts fixed
by the city council and displayed within each taxicab.
