No person shall operate a taxicab for hire upon the streets
of the city and no holder shall permit it to be so operated unless
the driver of said taxicab shall have first obtained and shall have
then in force a chauffeur's drivers license issued by the State of
Texas. All drivers shall be of sound physique, have good eyesight
and hearing and not subject to any infirmity of body or mind which
might render him unfit to drive a taxicab safely. All drivers must
be clean and neat in dress and person and not addicted to the use
of drugs or intoxicating liquor, and shall not have been convicted
of any offense involving moral turpitude. Any violation of this provision
shall be sufficient reason for revoking the franchise of the holder.

Every driver of a taxicab shall maintain a daily manifest upon
which is recorded all trips made each day, showing time and place
of origin and destination of each trip and amount of fare, and all
such completed manifests shall be returned to the holder by whom the
driver is employed at the conclusion of the driver's tour of duty
for the day. All such manifests and other data prescribed to be maintained
and kept under the terms of this article shall be preserved by the
holder in a safe place for at least one (1) year after the date of
the instrument, and such records shall be available for examination
and inspection by authorized officials of the city.

Every vehicle operating under this article as a taxicab shall
be kept in a clean and sanitary condition and shall be so maintained
to be in safe operating condition.

Drivers shall not receive or discharge passengers in the roadway
of any street, but shall drive to the right hand curb as nearly as
possible, or in the absence of a curb, to the extreme right hand side
of the road and there receive or discharge passengers, except upon
one-way streets where passengers may be discharged at either the right-hand
or left-hand curb or side of the roadway in the absence of a curb.
