For the purpose of this article, the following words and phrases shall have the following meanings:
Advanced Life Support.
Emergency pre-hospital care provided by a certified, specially skilled emergency medical technician or a paramedic emergency medical technician using invasive medical acts under the medical supervision and control of a licensed physician.
Ambulance.
Any motor vehicle used, designed or redesigned or constructed and equipped for the transportation of sick or injured persons.
Basic Emergency Medical Technician.
An individual who has received a minimum of one hundred and twenty (120) hours of training approved by the fire department and who is certified by the department as minimally proficient to perform emergency pre-hospital care that is necessary for basic life support and that includes the control of hemorrhaging and cardiopulmonary resuscitation.
Basic Life Support.
Emergency pre-hospital care provided by an emergency care attendant or basic emergency medical technician using noninvasive medical acts. The provision of basic life support may be under the medical supervision and control of a licensed physician.
Basic Life Support Emergency Medical Services Vehicle.
A vehicle that is designed for transporting the sick or injured and that has sufficient equipment and supplies for providing basic life support.
Emergency.
An emergency in any circumstance that calls for an immediate action and which the element of time in transporting the sick, wounded or injured for medical treatment is essential to the health or life of any person. Such circumstances include, but are not limited to general accidents, traffic accidents and acts of violence resulting in personal injury, and sudden illness.
Emergency Ambulance.
Any ambulance responding to an emergency call using warning lights or horn or sirens.
Emergency Call.
Any request for an ambulance that is made by telephone or other means of communication in circumstances which are or have been represented to be an emergency requiring emergency pre-hospital care or transport to a medical facility.
Emergency Care Attendant.
An individual who has completed a minimum of forty-eight (48) hours of training approved by the department and who is certified by the department to provide emergency pre-hospital care by providing initial aid that promotes comfort and avoids aggravation of an injury or illness.
Emergency Medical Service Personnel.
An emergency care attendant, basic emergency medical technician, specially skilled emergency medical technician or a paramedic emergency medical technician.
Emergency Pre-Hospital Care.
Care provided to the sick or injured during emergency transportation to medical facility, including any necessary stabilization of the sick or injured in connection with the transportation.
Emergency Transfer.
The immediate transportation of a patient in an ambulance requiring any or all of the following: monitoring of EKG, administration of intravenous fluids or medications and airway maintenance.
Emergency Transfer Request.
Request made by a physician directly or through a registered nurse for an emergency transfer.
EMS.
The emergency medical service unit of the Hillsboro Fire Department.
Medical Facility.
Any building or place of business established for the purpose of examination or treatment by a licensed physician of individuals that are sick or injured.
Nurse/Paramedic.
An individual who is a paramedic and in addition, holds a state license of a registered nurse.
Paramedic Emergency Medical Technician.
An individual who has successfully completed the basic emergency medical technician requirements and an additional minimum of four hundred (400) hours of training approved by the Texas Department of Health and who is certified by the department as minimally proficient to provide emergency pre-hospital care by providing advanced life support that includes initiation under medical supervision of intravenous therapy, endotracheal or esophageal intubation or both, electrical cardiac defibrillation or cardioversion, drug therapy and other invasive procedures.

(a) 
All calls for emergency ambulance service within the city limits of Hillsboro shall be directed to and responded to solely by the City of Hillsboro Emergency Medical Service unless directed otherwise herein. This article shall not apply to emergency or transfer services operated by other political subdivisions or governmental agencies.
(b) 
When there exists in the City of Hillsboro a licensed and franchised ambulance transfer service, then in that event, all inter-city transfer calls and service shall be responded to solely by said inter-city franchise holder(s) under the rules and regulations of this article and of the franchise.
