A wrecker company shall not respond to a private request for
wrecker service when an accident or collision has occurred on a street
within the corporate limits of the City of Hillsboro and police action
is required, except as provided in Section 4.1132 of this article.

A wrecker company may, if the wrecker company has a valid wrecker
service permit and wrecker vehicle permit, respond to a private call
for a vehicle if:
(1) The
wrecker company can respond within twenty (20) minutes; and
(2) The
vehicle to be towed is registered to the wrecker company requested
to tow the vehicle through the State of Texas Vehicle Registration
Files; or
(3) If
the operator of a vehicle, or owner if present, on their own initiative,
makes a request for a specific wrecker service and that wrecker service
possesses a valid wrecker service permit and wrecker vehicle permit
under Division 2.

It is the intent of this article that the citizens of the City
of Hillsboro shall at all times have adequate wrecker service, and
to this end the chief of police is authorized to generally supervise
and enforce this article and prescribe such requirements as he shall
deem necessary to ensure the operators of wreckers hereunder shall
be able to render such public service.
