(a) 
Conditions of Operation.
(1) 
All operating procedures at the landfill will be conducted in strict accordance witch state and federal regulations. For example, tarps are required over loose loads; however, no enclosed containers will be accepted.
(2) 
Acceptable refuse shall be as follows: Building and construction materials (including wood, asphalt roofing products, brick, sleet rock metal and concrete); furniture, plastic, cloth, rock, heavy stock cardboard and brush. Items such paper, dirt, tires, chemicals and household waste are not acceptable. No refuse shall be accepted at the city landfill which does not qualify as items acceptable at a type IV landfill as deemed by federal and state law. Moreover, all items are subject to approval by city landfill staff. The city reserves the right to reject any item.
(3) 
Each customer is solely responsible for transferring all items that he brought into the landfill from his vehicle or trailer to the location in the landfill where the landfill attendant directs him to leave the items. Pull off fees will not be charged since the attendant is not to assist customers with dumping their items.
(b) 
Service fees shall be as set by the city council and on file in the office of the city secretary. A written list of such charges will be posted at the landfill with a copy available to anyone upon request.
(c) 
Hours of operation shall be Wednesdays 8:00 a.m. to 5:00 p.m. and Saturdays from 8:00 a.m. to 3:00 p.m.
(d) 
A current City of Hillsboro utility bill and valid driver's license must be presented in order to be able to use the landfill without the payment of the nonresident surcharge. Additionally, customers who do not have such proof of Hillsboro residency shall be charged a nonresident surcharge as noted above in (b).

All garbage and trash delivered to a landfill site shall, prior to unloading of same, be inspected and approved by the landfill attendant. The landfill attendant shall also designate the location for unloading of all trash and garbage delivered to the landfill site and supervise all unloading thereof. In no case shall any trash or garbage be unloaded or deposited on the landfill site in a manner which in the judgment of the attendant shall create a nuisance or difficulty in properly disposing of same.

The depositing, handling, compacting, covering or processing of any junk, wrecked or partially dismantled vehicles is strictly prohibited in any landfill maintained by the city.

The sanitary landfill will be closed to the public except during hours designated by the city council.

All garbage, trash and waste materials deposited in a city landfill is the property of the city, and no person shall separate, collect, carry off or salvage any such materials unless expressly given permission to do so by the city manager and then only under the direction and supervision of the sanitation department.
