No person shall construct, repair, destroy or remove any sidewalk or curb, or any portion of sidewalk or curb within the city unless such person shall have first obtained a permit specifying the location and extent of the sidewalk or curb, or portion of the sidewalk or curb proposed to be constructed or repaired.

The city secretary shall not issue any permit required by this article until the city engineer has inspected the site and been furnished with the grade and specifications of the proposed construction and/or repair which shall in all cases conform to all regulations of the city affecting the sidewalks and curbs.

The city engineer is authorized to make and enforce rules and regulations to control the construction and/or repair of sidewalks and curbs in cases where no applicable ordinance or rule is in effect.

After the city engineer shall have inspected a sidewalk or curb and examined the specifications for any such construction and/or repair, he shall make such modification thereof as shall be proper to require the construction and/or repair to conform to all regulations of the city and to conform to such grade and type of construction as shall be required by the city engineer and, before issuing the permit required by this article, the person applying therefor shall file with the city secretary a written statement that he will construct and/or repair the sidewalk and/or curb in accordance with all such regulations and provisions.
