The provisions of this article prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

The provisions of this article imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

(a) 
Establishing the posting of official signs or markings necessary to enforce parking regulations on any public street within the corporate city limits. Signs and markings shall conform to the Texas Manual of Uniform Traffic Control Devices or successor standard.
(b) 
No motor vehicle operators shall leave motor vehicles parked attended or unattended including for the purposes of loading or unloading upon any public street where official signs or markings prohibit parking anytime.
(c) 
The city manager is authorized to establish zones of no parking.
(d) 
It shall be a misdemeanor for any operator of a motor vehicle parking in areas where official signs or markings prohibit parking.

(a) 
When signs are in place giving notice thereof, no person shall park or leave standing a motor vehicle between the hours of 8:00 p.m. until 6:00 a.m. each day; except during emergencies, on the pavement or shoulder areas on either side of Sycamore Street in the City of Hillsboro, Texas, from its intersection with State Highway 22 (Corsicana Highway) on the north, to its intersection with Mark Street on the south, subject to the exception set out in subsection (b) hereunder.
(b) 
Any person residing on either side of Sycamore Street in the City of Hillsboro, Texas, from its intersection with State Highway 22 (Corsicana Highway) on the north, to its intersection with Mark Street on the south, (or members of his/her immediate family and invited guests) shall be exempt from the provisions of subsection (a) above; however, in order to be entitled to such exemption, said persons shall apply for a permit to be affixed in a manner so that it is plainly visible to each motor vehicle owned or under the control of said resident, his/her immediate family or invited guests. Said permit will be provided by the City of Hillsboro free of charge to said residents (and to members of his/her immediate family and invited guests) and shall be valid only for so long as the person residing on Sycamore Street entitled to the exemption under this subsection continues to reside on Sycamore Street.
