(a) 
There is established a permanent Water Resources Commission. The commission shall be composed of one representative of each of the following:
(1) 
Industry.
(2) 
Education.
(3) 
Commercial business representative.
(4) 
SAFB/government representative.
(5) 
Water resources engineer.
(6) 
Citizenry at large.
(b) 
In addition, the city council will appoint one of its members to serve as liaison to the commission, and the city manager will appoint a staff person to support and administer the commission proceedings.

(a) 
The city council shall appoint members to the Water Resources Commission from the interested and qualified applicants.
(b) 
A chairperson for the commission shall be selected by the appointed members from among the group.
(c) 
The commission shall meet not less than quarterly, and minutes from each meeting with observations and recommendations shall be submitted to the city council at a regularly scheduled council meeting.
(d) 
The members of the commission shall be city residents and shall serve for terms of two years, but each member shall continue to serve until his successor is appointed. The term for the industry and education members shall expire on December 31 in each even-numbered year. The term for the members representing the home-building industry, landscaping/irrigation profession and the citizenry at large shall expire on December 31 in each odd-numbered year. A person shall not be appointed for more than three consecutive full terms. The term of office as chairperson will expire at the end of the calendar year annually, and the chairperson shall be eligible for reelection.

The purpose of the Water Resources Commission is to advise the city council and staff in the implementation of the water conservation plan and to assure the council that water resources are being managed judiciously in accordance with the plan. The commission shall participate in the periodic update of the water conservation plan.
