The Department of Public Works created by this section shall consist of the director of the department, appointed by the city manager, and such other assistants, clerks and employees as may be prescribed from time to time by the city manager.

Before entering upon the duties of office, the director of public works shall execute a good and sufficient surety company bond in such amount as may be fixed by the city council, payable to the city, conditioned for the faithful performance of the duties of office. The premium of such bond shall be paid by the city.

The director of the Department of Public Works shall be a registered professional civil engineer, proficient in his profession and with five years’ practical experience. He shall hold office at the pleasure of the city manager. He shall be custodian of and responsible for all maps, plans, profiles, field notes and other records and memoranda belonging to the city pertaining to his office and the works thereof, all of which he shall keep in proper order and condition, with full indexes thereof. He shall turn the maps, plans, profiles, field notes and other records and memoranda over to his successor, who shall give him duplicate receipts therefor, one of which he shall file with the city clerk. All maps, plans, profiles, field notes, estimates and other memoranda of professional work done by him or under his direction or control, during his term of office, shall be the city’s property.

(a) 
The director of public works shall have charge of the water supply, lakes, water purification and wastewater treatment, water distribution system, sanitary sewer system, and all property and appliances incident thereto and connected with the operation of the Department of Public Works or any extension thereof. The director shall perform such other duties as have been imposed upon him or may be imposed upon him by city ordinances.
(b) 
The director of public works shall be ex officio superintendent of streets, solid waste removal and public works. The director shall have charge of the planning, opening, construction, paving, maintenance and repair of all streets, boulevards, alleys, sidewalks and public ways. The director shall also perform such other duties relating to the department as may be required of him by the city manager or by city ordinances.
(c) 
It shall be the duty of the director of public works, subject to the approval of the city manager, to furnish to any other city department such services, labor and materials as may be requisitioned by the head of such department. The expense of such service, labor and materials shall be charged by the department so furnished at actual cost.

(a) 
Inspectors, foremen and employees of the Department of Public Works, whose duty it may be to enter upon private premises to make inspections, read meters or examine pipes, fixtures, or attachments, used in connection with the water system, will be provided with credentials to identify them as authorized agents of the department.
(b) 
No person other than an authorized officer or employee of the Department of Public Works shall have or exhibit any credentials of the department. It shall be the duty of each and every officer and employee of the department upon resignation or dismissal to forthwith surrender and deliver to his supervisor or department head all credentials, tools and other property belonging to the department.

(a) 
All officers, inspectors, foremen and other authorized employees of the Department of Public Works shall, upon presentation of credentials, have free access at all reasonable hours to any premises supplied with city water for the purpose of making repairs, for the purpose of inspections, or for the purpose of reading the water meters.
(b) 
If any such authorized employee is refused admittance to any premises or being admitted shall be hindered or prevented in making such inspection, repairs, or reading meters, the Department of Public Works shall cause the water to be turned off from such premises after giving 24 hours’ written notice to such owner or occupant of the premises.

(a) 
The Department of Public Works shall make and enforce such reasonable rules and regulations from time to time as may be deemed necessary for the efficient operation of the department.
(b) 
Any person violating such rules and regulations may have his water and service disconnected.
