There is created a department of administrative services, which shall be under the supervision of the city manager, who shall delegate the responsibilities of the department as necessary. These responsibilities include control over personnel, risk management, building maintenance, the municipal golf course, public information, municipal court, employee benefits administration, property management, human resources, traffic, aviation, central garage, public transportation, and other such functions as may be assigned.
