There is created a Department of Aviation, Traffic and Transportation which shall be under the supervision of the director of aviation, traffic and transportation. Such director shall be appointed by the city manager and shall be directed by and responsible to the city manager.

(a) 
The director of the Department of Aviation, Traffic and Transportation shall be charged with the supervision of the Department of Aviation, Traffic and Transportation.
(b) 
The director of the Department of Aviation, Traffic and Transportation shall be charged with the supervision of aviation, traffic, the central garage and operation of the public transportation system.
(c) 
The Department of Aviation, Traffic and Transportation shall have the following divisions:
(1) 
Traffic.
(2) 
Aviation.
(3) 
Central garage.
(4) 
Public transportation.
