The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Transient show.
Any transitory or temporary show which has no intention of locating permanently, and includes, but is not limited to, carnivals, circuses, fairs, and amusement riding devices.

This article shall not apply to street fairs composed of local people for purely charitable purposes and without profit, transitory shows or performances given by a regularly established theater or show house in the city or the multipurpose event center.

Any transient show shall be subject to inspection by representatives of the building inspections division of the city and of the fire marshal’s office, for the purpose of determining that such show conforms to the applicable city codes and ordinances.
