There is created a Park Board for the city composed of 11 members, who shall each be a city resident and shall serve without pay.

(a) 
Members of the Park Board shall be appointed by the city council, and they shall serve for terms of three years and thereafter until their successors are appointed and qualified. Terms shall expire on December 31. The terms of the members shall be staggered so that the terms of four members shall expire on December 31 of one year, the terms of four other members shall expire on December 31 of the next year, and the terms of the three remaining members shall expire on December 31 of the next year.
(b) 
All vacancies on the board shall be filled by the city council and shall be for the unexpired term of the vacating member.
(c) 
Any member of the Park Board may be removed from office at any time by a five-sevenths majority vote of the city council without any reason being given therefor.

(a) 
During the month of January of each year, the Park Board shall elect one of its members chair, one vice-chair and one secretary, and their terms of office shall be for one year.
(b) 
The Park Board shall make its own rules regarding time and place of holding its meetings. Special meetings may be called from time to time by the chair, vice-chair or city manager. In calling a special meeting of the board, each member shall be notified if possible.
(c) 
Six members shall constitute a quorum.
(d) 
When the chair is present at a meeting, the chair shall preside or appoint another member to preside. If the chair is absent and the vice-chair is present, the vice-chair shall preside or appoint another member to preside. If neither the chair nor the vice-chair is present, those present may select one of their number temporary chair and proceed with the meeting.

(a) 
The Park Board shall act in an advisory capacity to the director of parks and recreation.
(b) 
The Park Board shall recommend a long-range park improvement program, recommend a recreational system, and encourage public interest in the municipal park system.
(c) 
The Park Board shall act in an advisory capacity to the city manager in the solution of the various problems which may arise from time to time and shall make such recommendations regarding the management of the parks to the city manager.
(d) 
The Park Board shall seek the aid and cooperation of all civic organizations in the city to encourage city beautification and to beautify the highway entrances to the city.
(e) 
The Park Board shall recommend to the city council passage of ordinances regarding parks and recreation.
