There is created and established a Library Advisory Board. This board shall be composed of nine members, each of whom shall be a city resident and who shall serve without pay. In addition, the library administrator, and the president of the Friends of the Library shall serve as nonvoting ex officio members of the board.

(a) 
The members of the Library Advisory Board shall be appointed by the city council and shall hold office for staggered terms of three years. All members’ terms shall end on July 31.
(b) 
All vacancies shall be filled by appointment by the city council and shall be for the remainder of the term of the vacating member.
(c) 
No member shall be allowed to hold office for more than two consecutive full terms.
(d) 
A member of the Library Advisory Board shall be automatically removed if the member is absent without cause for three consecutive regularly scheduled meetings. In addition, any member of the Library Advisory Board may be removed at any time by a five-sevenths majority vote of the city council, and no reason need be given for such removal.

(a) 
The city council shall select from the Library Advisory Board a chair.
(b) 
The Library Advisory Board shall adopt such rules and regulations for the orderly conduct of its affairs as it may see fit, consistent with this chapter and the Charter and other city ordinances.
(c) 
The library administrator shall act as secretary of the board, without additional compensation. The secretary shall keep a record of all transactions of the board and shall provide the board with all information necessary for the performance of its duties.

Meetings of the Library Advisory Board shall be held at least quarterly, with the dates and times of meetings to be determined by the members of the board. Special meetings of the board may be called from time to time by the chair of the board, the library administrator, the city manager, the mayor, or a majority of the city council. A majority of the total membership, not considering ex officio members, shall constitute a quorum for the transaction of all matters to be considered by the board. The minutes of all meetings shall be transmitted to the city council. The minutes shall clearly show all actions taken or recommendations made by the board and shall include summaries of minority views where appropriate.

The Library Advisory Board shall have the advisory duty to:
(1) 
Encourage the development of the public library through planning a long range library program and encouraging public interest and support therein.
(2) 
Make from time to time such general studies of library programs and operations as may be useful in keeping the public library efficient and adequate to the needs of the city.
(3) 
Recommend to the library administrator, the city manager, and the city council policies and programs for the advancement and enhancement of the library.
(4) 
Cooperate with all other public and private groups in advancing the best interests of the public library.
(5) 
Provide a means by which citizens may participate in and make recommendations concerning the public library.
