As of the first day of the month following the completion of the purchase or construction of a waterworks system within the City, the existing sewerage system of the City of Pevely, Jefferson County, Missouri, shall be combined with the waterworks system purchased or constructed within said City into one (1) system and that, thereafter, said system shall be operated as a combined waterworks and sewerage system; said combined system shall consist of the entire waterworks system then existing and the entire sewerage system then existing of said City, together with all future improvements and extensions thereto.
